Objectives The Discharger owns and operates the Red Bluff Wastewater Reclamation Plant, an advanced secondary treatment wastewater reclamation plant. The treatment system consists of screening for removal of large solids, aerated grit removal, primary sedimentation, activated sludge treatment with secondary clarification, filtration, and chlorination/dechlorination. Primary and waste activated sludge are treated by aerobic digestion, storage in solids storage basins, followed by dewatering and drying in sludge drying beds. Wastewater is discharged from Discharge Point 001 to the Sacramento River, a water of the United States, within the Sacramento River Basin.
