Objectives | The Discharger owns and operates the Mineral Wastewater Treatment Plant. The treatment system consists of a bar screen, flow measurement device, aeration basin, two 2.5-acre evaporation/percolation ponds, pressure filter, chlorine disinfections unit, and dechlorination unit. The design average dry weather flow to the treatment plant is 0.07 mgd. Wastewater is discharged from Discharge Point 001 to the South Fork of Battle Creek, a water of the United States, and a tributary to Battle Creek within the Battle Creek Hydrologic Subarea No. 507.12, as depicted on the interagency hydrologic maps prepared by the Department of Waster Resources in August 1986. During the last 10 years of operation, the Facility has only discharge a total of 11 days (10 days between 1997 and 2002, and only one day between 2002 and 2006. Between November 15 and April15, wastewater may be discharged to South Fork Battle Creek, a water of the United States within the Sacramento River Watershed, but only when the South Fork Battle Creek flow is 35 cubic feet per second (cfs) or more. Additionally, discharge to the South Fork Battle Creek is prohibited from April 16 to November 14. Exceptions to this prohibition may be granted by the Executive Officer during emergency circumstances, if the Discharger has previously undertaken a program of adequate maintenance and improved disinfection. |
