Objectives The Nevada County Sanitation District No. 1 owns and operates a wastewater collection, treament, and disposal system, and provides sewerage to the unincorporated subdivision of Cascade Shores in Nevada County. Treated municipal wastewater is discharged to Gas Canyon Creek, a water of the United States, and tributary to Greenhorn Creek, Rollins Reservoir, and the Bear River. The wastewater system provides a tertiary level of treatment. The tertiary treatment system is an activated sludge package plant that consists of a comminutor, a flow equalization/surge tank, a sluge holding/aerobic digester tank, an aeration/activated sludge tank, a clarifier, sand filtration, pH adjustment, and chlorination/dechlorination. Sludge from the aerobic digester is removed from the facility, transported and then mixed with sludge in the aerobic digester at Lake Wildwood WWTP, which is also operated by the Discharger. The average monthly flow from the facility is 0.0245 mgd. Except during storm events, the Dischargers effluent comprises the entire flow of the creek. There is no accessible monitoring location either upstream or downstream of the discharge; therefore, effluent monitoring of constituents will done in lieu of receiving water monitoring, except for visual montiring of general stream conditions. The bank between the treatment plant site and the discharge point is very steep; therefore, visual inpsection at the creek level will only be required once per month and only the conditions are safe. The creek shall be inspected visually with binoculars, or other magnifying devices, at all other times. Administrative Civil Liability Complaint No. R5-2008-0521.
