Objectives Conduct monitoring to demonstrate compliance with the effluent limitations, receiving water limitations, discharge specifications, and other requirements stipulated in the permit and to assess the impacts of the discharge on the receiving stream. The Discharger owns and operates a wastewater collection, treatment, and disposal system, and provides sewerage services to Deuel Vocational Institution. Treated municipal wastewater is discharged into Deuel Drain, a water of the United States, approximately 4 miles east of Tracy. Deuel Drain is part of the Sacramento-San Joaquin Delta, and is tributary to Paradise Cut and the Old River. In addition to the wastewater discharge, the Discharger also discharges commingled industrial waste, stormwater and contaminated groundwater into Deuel Drain from Outfall 003 and Outfall 004. The Discharger has a fourth outfall to Deuel Drain, Outfall 002 in Attachment A, through which discharges of wastewater related to dairy farm operations are possible. Discharges from Outfall 002 are not regulated by the Order.
